A lot of cash users are participating in legal activities, but are trying to evade taxes. Like waiters who don't want to report and pay taxes on their tips. Waiting on tables is legal, but evading taxes isn't.

They have more ability to participate in illegal activities as using a credit card can be traced and those that take part in illegal activities usually don't want to be traced. But then again alot of older folks use cash as they are not as comfortable using credit and they don't necessary take part in illegal activities.

Yes, especially children who get a weekly allowance from their parents and the working poor who have no perceived need for bank accounts and cannot qualify for credit cards...
