you really believe this to be true?
it goes in a lot of pockets without anyone approving other than the one who pocketed it.
government people are rip off artists...fine tuned...and still takin

County Commissioners, who are elected by the city/town, determine the spending of county money by setting the budgets for each elected official and their respective office's.

I don't know - this is a toughy! How about the County Board (at least they are supposed to, no?)
