Yes, it is there to assist in scoring the race. There are people who sit in a scoring tower and write down a car number and the clock time each time it crosses the line. If the scoring computer ever goes down, this is the backup system. It also use to be the only scoring system for many years.

It is a counter to determine first off the time of the race. But, more importantly, with electronic scoring these days, the time each of the cars crosses the line is recorded in the scoring system. They will use this information at the end of the race if there is a question to determine the actual finishing order of the race.

In the old days, before electronic scoring, the manual scorers would record the time off of the clock for the driver being followed. Again, that would serve as the backup in case there was a question on the actual finishing order.

It is the official race timer. It actuall counts up, not down, and is what gives the time of race.

it counts by thousandths, not actual minutes, it is there for nascar, not us.(had to ask last year as it was my first time on the pits and had not noticed it previously).
