No, I doubt that you need a license for that as you don't need an aerial to watch those and if they tried monitoring internet it would be ridiculous because you can access the internet from other countries!

The BBC can't charge a fee for accessing the internet. However, should they be able to prove that you use you PC to access television channels, then that would be a different issue.
If you have a license for you house, then it's not an issue. Should you not.....
In essence, using a TV card on your laptop or accessing TV downloads from the BBC website is not a way of getting around the paying a license fee.
You've got to remember; the TV license does not fund the televison, it funds the BBC network which you may well watch via you laptop.

Shocking it is, this shows that the BBC are in cahoots with the government. Why cant the BBC be like any other broadcaster and fund there programs through adverts. Ask yourself another question who invented the t.v? Yet here we are stuck into giving money to a service that most people think is bellow par. How many different weather people do we need? Why do they need to pop around the country to do weather broadcast? Money well spent. I think not. I can go on and on but whats the point. The answer to your question is yes, and you can be fined.

What a load of p**h! a) you do not need a license for a computer. b) if you are using your phone to access content you may have to pay a subscription, which is different to a license. c) I don't think the BBC do charge a license fee for accessing content through your computer. d) content accessed from a computer is by a completely different systen to content received through cable or satelite, so it is unlikely that you will have anybody chapping your door because you have not paid a license. e) if you own a TV and already pay a license for that all TV's, Radio's and other means of receiving the broadcast will be covered by the one license fee.

To quote the blurb on the TV licence "You need a TV licence to install or use any equipment to receive television programme services - for example a television set, video recorder, set-top box, PC with a broadcast card or any other TV receiving equipment".
Also, to say you don't switch the TV on, or do not watch the BBC does not exclude you from having to get a licence.

They would say so, but they would be wrong. Tell that old guy who knocks on your door and demands entry to see your licence and search for TV receivers that (1) you don't have a TV and wouldn't turn it on if you did because you think that TV in general and the BBC in particular suck, and (2) he can't come in without a warrant.
This subject has been discussed to death by solicitors and barristers in newsgroups and chat rooms.
