It happens all the time. You can sue them to get ordinances repealed, or for harassment or whatever you want.. You're going to need a lawyer though if you hope to win, and that can be expensive.. that is the only drawback.

Im confused on your question. Could you provide more information. There have been cases that City hall has abused the eminent domain. This would be sorta harassing.
