one of my guy friends makes it a point to let me know that he doesn't want to date me or have sex with me; however, i don't ever recall proposing the idea...and he seems to bring it up randomly; like in the middle of talking about the war in lebanon, or during lunch. what is he about?

He is trying to see how you feel about him. I think he likes you, and by seeing what you might do when he brings it up, protects him from getting hurt.

He's trying to use reverse psychology on you and it sounds like he's doing a fairly poor job of it. Next time he does it yell you want to have sex with him and when he Say's yes call him a liar and move on
