Everybody got a tax cut to some extent. Some more than others. Those on the lower end got less but in many cases they were paying next to nothing anyway. And certainly with the addition of the 10% bracket, everybody got a cut.
The average tax change was about $1870 across all quintiles.
Of course, those in lower brackets/quintiles make less money so their actuall dollar benefit is less than those in higher quintiles.
Top quintile average was a about $6800 benefit while 2nd Quintile was about 387. But since top quintile pay the majority of the taxes anyway, one would expect that.

Everybody benefitted percentage wise. Unfortunately.
The tax cut was (just another time) an act to help George Worthless Bush's billionaire friends. When the average Joe received $75 out of the x% then the average billionaire benefitted (maybe) $80,000,000 from those x%
When the average Joe goes to the ball park with his kids it cost him $75 including dogs. If Mr. billionaire would go and sit right next to Joe Average (not that this would ever happen) it would also cost him $75 including dogs (not that he would ever eat that). Afterwards Joe Average would be out of his tax cut and takes the bus home. Mr. Billionaire is flown by his recently aquired 9th helicopter to his recently aquired 5th yacht he bought with his tax cut and still has a few million to spend on other necessities.

You have to pay taxes to get your taxes reduced. So, the more you pay in taxes, the more your cut is in terms of sheer dollars. Conversely, if you work for minimum wage, as I assume you do, you don't pay much, if anything, in taxes. Therefore, if you don't pay the government much, you won't get much back. It's that simple.
But, you knew that already. You didn't want to hear the explanation. You just wanted to express your class envy.

People with kids got big tax cuts. I got nearly all of my federal taxes back this year. I then spent that money on products that drive the economy and create jobs. Everybody wins. Woo hoo!

You can't blame the President when a state raises their property tax. That is a state issue. Blame your governor.

You have to earn money to get tax cuts. People on welfare don't deserve a tax refund on taxes they didn't pay.
