It depends on where you live. It can fluxuate by a day. The first day of summer and the first day of winter.

Solstace is the answer to both questions.

The one in Decmeber is the shortest day in the Northern hemisphere, and the longest day in the southern hemisphere.

Reverse that for the June solstace.

(It's around the 21st or 22nd of both months - which one depends on when exactly the earth passes through that mid-point in its path around the sun, when the days, which have been getting longer, then become shorter, and vica versa.)
