By proper etiquette, when one passes the salt shaker, he/she should also pass the pepper shaker. That is Etiquette 101. So the next time someone asks you to pass the salt, hand them the pepper shaker, too, even if they did not ask for it. Show off your good manners and your knowledge of etiquette.
By the way, the salt and pepper shakers should never be passed across the table to someone, unless there are one two persons at the table. If there are persons between you and the one who asked for the salt and pepper, you should pass them one person at a time until they get to the one who made the request.
