It's the type that either has a deep V-neck or else a normal V-neck and it looks like there is a shirt underneath it. A lot of people have been wearing these in a bunch of different styles and colors. Is this just a normal type shirt, or is there a specific name for it?

They just layer shirts. Or maybe is called a layered shirt.

Are you talking about a wrap around shirt? The kind where you wrap one site around and tie it?
