Depends on the density of the solvent;
Molality is defined as number of moles of the salt (or anything else) that you dissolve in one kilogram of solvent.
Molarity is defined as number of moles of the salt dissolved in one liter of solution.
So if the solvent has smaller density than 1kg/L molality has greater value.

molar designates a solution containing 1 mole of solute per 1000 grams of solvent

molal being the concentration of a solution containing 1 mole of solute per 1000 grams of solvent
