As mentioned above, Microsoft Word will allow you to create a basic brochure with simple, implimented graphics and visual styles.
However, if you are looking to create full-colored brochures on a professional level you are going to need something more.
- QuarkXpress is one of the best for creating print documents. Whether you are looking to design business cards, brochures, menus, books, etc.
- Adobe InDesign is another great program.
- Adobe PageMaker is kinda a joke really. But still works.
- Microsoft Word is pretty much a no-no in the professional environment.
Other options are to design them right online at a printing company. Two great companies for this are:
- Kool Print (www.koolprint.com)
- Print Pelican (www.printpelican.com)
If you are looking to be able to have full control over all aspects, you are also going to need a good graphic editing software. Some of these will also allow you to create brochures.
- Photoshop CS2 - the uber of all graphic editing programs. You can even design and print brochures from it.
- Corel Draw
- JASC Painshop Pro

Microsoft Word has a folding option that allows you to type text where there would be whitespace in the brochure
