You don't have to pick my answer as the best one, but it is the best answer for your situation.
The answer is strength shoes
I was 6' in high scool my sophmore year. I never grew an inch. So when I got to be a senior all the guards I grew up playing against were 3,4 even 5 inches taller than I
I got these shoes and I increased my Vertical by about 8 inches over one summer.
If you follow the training routine by the letter you will have results
All the other answers will help as well, diet and stretching and everthing else you need to do to maintain a physical presence.
But if you think you can work hard. I MEAN TRAIN HARD TO IMPROVE......if you think you have what it takes....
Get these shoes man
and don't hit the rim with that bone on your wrist...it hurts like hell
Yes I am white and 6' and could dunk
heres how:

I relate because I rollerblade and a lot of it is jumping onto rails. A common thing to do is go jogging with ankle weights, or in your case, just play basketball with ankle weights. Do this every time for a month, then take them off. You will be jumping higher in no time. Just don't buy very heavy ones. 2.5 pounds per ankle while running is a lot harder than you would think.

running, jumping roping, swimming and lifting weights such as calf and thighs weights.
honestly i didn't do half the things i just told you. all i did was weight training and running 2 miles everyday for 1 whole year 7 days a week. it takes a lot of hard work hours and hours of training. in fact i just spent 7 hours on the basketball court and the weight room. nothing is easy and never be satisfied with your jumping abilities. NEVER!
remember these tips: aim for stuff around the house such as celling. then try to touch it with your hands. after you reach the highest point in your house go outside and touch the net of 10 foot hoop, then try to hang on to it with both hands. then try to touch the rim.
also try different ways to reach your goal, such as leaping of off 2 feet or running and jumping. personally i slow jog and then when i am few inches from my goal, i jump of off one foot and reach for the stars.
remember this phrase whenever you're practicing: "practice doesn't make perfect, perfect practice does".

Well you can lift wights and what helps alot is to set up a low wall out of whatever you find..;)
And you can jump over the wall about 10 times then slowly once you get higher jump 20 and so on.
then once you reach 100 raise the wall. :)

When u jump to make a dunk, if u shoot with your right hand jump with your left leg, if u shoot with your left hand do the opposite with your legs. The same thing applies to doing a lay up.

Put weights on your feet when you jump, and then do lots of squats and sprinting. That will help
