Okay people if you do not know the answer you should ... Well here it is. I worked for Colorado Power for 10 years and those are casters. Because in power lines the electrons do not actually travel through the wire, but around it, the casters create the Doltekin effect. This is similar to syntonizing your radio. In other words, they regulate the voltage and also transmitt a reading back to Doppler boxes located within the area, so the guys at command can then read accurately the amount of gullibility used by those on the highway looking at someone's red balls.

I'm pretty sure they are put there to alert low flying aircraft that there are power lines. A visual marker for the power lines.

They are called aviation balls. They are markers so helicopter and small airplane traffic can see the lines and avoid a disastrous collision.

I asked that same question once and someone told me that they help with power surges in the lines. Don't know if what was told to me was true though. Good question.

THey are markers so pilots can locate & avoid the lines.
THere are also some bent plates on some lines.
THose are to stabilize the lines in high winds.

Those are weights to cut down on swaying in the high breeze. The last thing you want is a high tension wire to break and fall across a freeway or start a fire
