Baby 'water turtles' (I am assuming it is a Red-ear slider or a Painted turtle) do not eat lettuce or any plants, and do not and should not eat raw meat.
Baby turtles usually do not eat fo a while anyway- they need to use up the yolk sac they were born with and often will not eat for a week or two afterwards.
Good food to offer would be a high-quality pelleted turtle food, especially one formulated and sized for baby turtles. Cheaper turtle foods do not contain good, nuritious ingredients.
Now- if it is old enough to eat, and is being offered good food and is still not eating, the most common problems are glitches in the basic care.
The most common problems are water issues- tank is too small, too soiled, or (the most likely) too cold.

It may be an enclosure problem. Turtles are not easy to care for. Everything has to be perfect for them to live in captivity. They need a big enclosure with special heating, lighting, humidity, a place to get out of the water and bask and a lot of other things. It can be very time consuming and very expensive to do it properly. If anything is wrong in the environment they wont survive. There are a lot of water turtles. So that really doesn't help much. You should check out this page. We have a water turtle and he would never eat lettuce, but he does eat turtle sticks, crickets, and mill worms. It sounds like he may be sick, go to your local pet store ( where they sell turtles) and see if they can help you. The only other option is to find a vet who treats reptiles and take the turtle there for a check up. Do you have a heat lamp? The water might also be too cold, when the water is too cold , the turtles go into a dormant stage and sometimes act sluggish and wont eat.

Well i found out that lettuce is not good for any turtles, and i was surprised.. it is true
I have a desert tortoise,
i do not know if they enjoy exactly the same foods but
Clementine, (my tortoise ) LOVES rose pedals, they are her favorite, the next thing is green beans, the uncooked ones in a pod,, yummy she enjoys that,
she can eat apples once in a while.. and she enjoyed banana,, but i mostly give her the rose pedals and green beans,,
i still think you should check with the vet, he will tell you, or look up the species of the turtle on line and find out exactly what they need,

I used to have 2 turtles, so i visit narrate to what you're saying. Did you get your turtle from a puppy save? I were given mine from a puppy save, and one in all them became ill after I were given it (i did not comprehend it on the time even with the undeniable fact that). It would not devour something both, or maybe even with the undeniable fact that I spent an excellent form of money procuring diverse issues (like fancy heaters and eye drops), it did die rather immediately. My suggestion might want to be to take the turtle to the vet ASAP and be conscious what he recommends, rather than do what I did and attempt a gaggle of random issues XD desire this helped!

put some "live" flies in his tank(knock them out w/ fly swatter till they're still moving around) see if he eats that
also there are small red worms that they like, you can get them at a pet store,try meal worms,crickets,
if his water that is too cold he is less likely to eat, (also make sure he can get out of the water when he wants to) if you keep your place cool he may not eat.(air conditioner?)
make sure he is in a room far from the air conditioner and has plenty of light.
he'll eat when he gets hungry!! just keep trying different things and clean out any uneaten food after a day.

you should ask the pet srore where you got him from and if you got it from the wild this is commen and he probably won't ever eat. Are you feeding it in the water because turtles will only eat when they are in the water.
