Start an e-zine. Your band should develop a brief newsletter that you e-mail to your supporters on a weekly basis. Tell them where you have been, where you will be, what kinds of music that you have tried. Discuss the ART.
You see, a website just sits there, waiting for something to happen. But e-mail "Delivers". Invite people to join it. (I get email regularly from several New York bands).

Myspace. Work of mouth. Make some t-shirts, put the link. Try free flyers. Get some customized stuff, and put a pretty penny forward for it. You need a really good website, too, so people will stay when they come.
Make it fun. Make it curious. But don't kill the cat.

Announce your web address at every gig...make sure it's easy for people to remember. Have business cards printed including the web address and hand them out to everyone you meet, place them in public places like restaurants, music stores, bars, etc

advertise at local clubs, bars, online forums. word of mouth is a great way. maybe you could ask for a plug by a local radio station?
