Just use lipliner and lipstick. Don't get surgery or injections! Thin lips will come back in style eventually, and you'll be the envy of all the silicone-injected fish faces.

why? Stick with what you have. I don't know why you want fuller looking lips anyway.

Get implants. They cost around 1,000 to 2,000 dollars. Research, and you can probably find a good, clean, and pro plastic surgeon.
