Poverty and homelessness, criminal activity, rehabilitaion of criminals, death and dying, child abuse, and the list goes on.....

Child Abuse/Neglect is a big controversy because of the limitations of the DSS. Just because you KNOW that certain people should not be allowed to keep their kids does not mean that you can prove excessive abuse or neglect, or get the courts to act on it. It can be very emotionally draining and frustrating.
