I recently found out that many women put eyeliner on the lip of their eye that is the area between the eyeball and the lashes. This is actually where the moisture comes from. The three layers of moisture that come out are, lipid or oil layer, lacrimal or aqueous layer, and mucoid or mucin layer. By applying eyeliner to this portion of your eye you actually can block the pores eventually causing cronic dryness.
So the best way to put eyeliner on if you must is to apply it under they eyelashes.
I do this with liquid, if it comes out too thick then lightly whipe up and it will then out the line,

Eye-liner tends to easily smear or run because it is so near the fluid surrounding your eye-ball, that it mixes with it and thus starts running/leaking.

If you can afford it and have no skin allergies, I would look into tattooing your eyelids, so you wouldn't have to put in eyeliner.
I would definitely recommend this most especially if you're around 40, when the skin around your eyes is no longer as elastic, as putting eyeliner at that age is far more of a challenge.

Try a waterproof pencil. MAC power point eye pencil is awesome for a variety of color choices.. I also like Lancome for just black.

you should try some eye make-up sealer just dip the pencil or brush into it and apply it as normal..should stay on all day...ask about it in a cosmetic shop like boots,m.a.c or local pharmacy

It melts overtime. Try a better eyeliner or something that stays on longer. I recommend MAC, its really great and stays on the whole day!

I dont know but no matter what eyeliner falls. It sucks. Maybe there is something to apply before eyeliner to keep it on better. If you find one let me know.

What kind are you using? I've never had that problem. Try Rimmel, there's is pretty good, or Clinique.
