Actually, Mexico was not terribly quick, in that Mexico for a few weeks refused to break off diplomatic relations with Germany which had also declared war on the US. Peru, on the other hand, sided with the USA immediately and even rounded up their own Japanese immigrants for internment in the USA camps.

Because it was such a chicken shi* thing for the Japanese to do. It was a completely unprovoked attack on a country not involved in the war at that point. They purposely attacked early on a Sunday morning knowing the crewmen would be asleep in their bunks in the ships.

Mexico wanted to support us because if Japan took over the US then they would probably take over Mexico- there's no boarder. They wanted to prevent that for their own sake.
