Congress cannot even run the government, do you really think that they should tell "private" business how to run their company?
And if they did and the company lost money, should the public coffers make it up?

That is my answer from Washington, D.C.

Some homeless do not want to be hired, and to find the ones that do might be difficult. You need to hire the most qualified for the job to keep your company productive.

OK ,You get to be their boss. Your employment depends on a few things
You both take and pass a drug test
You both show up on time every day
You both show up every day
Your hygiene meets the standards required of the other employees
Your productivity meets the current standards for the department
