yes... they do it on major highways all the time.... they just usually scrape it up so it's rough and pave the asphult on top and smooth that out.... they score the cement to give it something to stick to I guess...

You can place asphault over concrete, but as far as "resurfacing", well it depends on what you mean by that. You will probably need a 3-4 inch lift placed on the driveway for it to hold up. If you have any areas that are badly cracked and especially areas that have holes, these will have to be looked at and possibably dug out and compacted. Check with one of your local paving contractors.

If your problem is cracking they have a product in the hardware and house repair stores that is a type of caulk. First you need to clean pressure wash very well or scrub down the concrete driveway with a water soap and or not too strong bleach solution. Then you apply the concrete crack sealer push it into the cracks carefully and well then allow it to dry/cure. There are also sealants that you can put on afterwards. If you do not clean it well and press it in well then it will come up easily. I learned it from the neighbor. No it does not stop cracking but it can slow it down and prevent other weather or plant damage in the cracks. Cracking occurs for many reasons foundation/concrete movement, weather, poor concrete mixture, thin concrete, heavy things on top, soil errosion, tree root growth near/under the concrete, etc.

Yes, however, if the concrete is cracked you would need to have the cracks covered with a special material from dupont or phillips that would stop the black top from cracking in the same spots after it settles and ages.
