For loss of life, earnings, for injury both mental and physical as well as loss of time due to all of the problems raised by the increase in worldwide terrorism for the poor handeling of the world political situation, which can be provable in a court of law in front of a jury, using evidence that is already out there in mass media from reliable sources such as news agencies like the BBC, Reuters etc?

I would like to say a quick thank you to all who answered this question and also to explain that i knew already that it wasnt possible to sue G.W et al, the question was designed to do what it did, provoke discusion.
So thanks to all of you, even those who chose to berate me for indulging in freedom of speech, I wish I could give you all ten points each.

Do you mean the same reliable Reuters that
admitted the photos the were showing of Lebanon
last week were FAKED.....
Since Osama Bin Laded was around wayyyyyy before
Bush, shouldn't you sue Clinton instead
for not taking osama out when he had the chance?
Instead Clinton invaded Bosnia who didn't have a WMD program, and wasn't helping terrorists.
And by the way we STILL have troops there.

Nice idea...but not as long as the neocons control the White House, the House, the Senate, the Supreme Court, many of the other federal courts, etc....
Just pray a candidate with intelligence and vision gets elected in 2008.

a novel idea, but will never happen. the governments of the world are all in cahoots; everything is orchestrated by the big D. just play along until the end. the little people, even with their penchant for democracy and justice, can do nothing to change the course. so relax and enjoy the show. georgie and dick will pay dearly later on.

Nope. It's called a "non-justiciable" question.
The court cannot allow a lawsuit to proceed where the aim is to force the legislature to enact certain laws or give you money. That's a separation of powers violation.
The only option is voting a new Congress, and then initiating Impeachment proceedings.

Evidence from BBC? HA, they are the most liberal media out there.
As for suing the President/Government you wouldn't get very far. You could be added to that last of the people known for the most retarded cases ever, like the lady and the coffee from McDonalds.

Of course not. This is a question that has to go through Congress, Senate and finally the USA Supreme court!

Would that we could! It did cross my mind though, that if the people arrested in the UK recently over the alleged plot to blow up planes were to be tried and found guilty, could we indeed sue them for the same losses?

NO..If you took a government class in high school then you SHOULD have learned this. You have to ask permission pretty much to sure the government. So its not an easy task! You would need an unbelievable reason..and you dont have one. Wouldn't work.

It's the US system that you'd have to sue. Every 4 years they get to choose between a prat and a wuss. There has to be a winner, and it's not mankind.
