Yes they can, but they do not have to do so. Fashion conscious people tend to wear clothes which reflect their inner state if fashion trends do not dictate otherwise (but everyone is wearing teal this week).
Those that are not fashion conscious may be entirely oblivious to what colors they are wearing (Albert Einstein wore gray sweat clothes everyday, just so he did not have to make a choice).
There is also problems generalizing this all over the world, where some have a single outfit or several changes of the exact same color.

Yes. I know I tend to pick blues and grays when I am feeling down or serene, and I tend to pick bright colors (pink for example) when I am feeling high-spirited.

yes,
what they are wearing, jeans, sweats, slacks etc. shows their moods. I feel. Thats how i dress in the morning also.

sometimes, but i wear black all the time--mostly because it is really easy and looks good in most settings ,can be dressed up or down, and because i am from the northeast!
