It depends on the category. Using US News & World Reports Rankings -- if it is a third tier National University then it is probably a large state school that is not the best public university (or even second best) in the state -- but where you can get a real education.

For example, UNC-Chapel Hill is an excellent school. NC State is a very good school with an excellent engineering program. Both of these schools are higher than third tier.

On the other hand UNC-Greensboro and East Carolina are big state schools where you can get a decent education if you put an effor into it. Both are third tier schools.

Most of the third tier schools are like this. Not bad schools -- just not selective.

On the other hand, if you are looking at a third tier college or university in a different category, then it is probably a bad school to go to. It is probably private (so expensive) perhaps with a religious affiliation, not selective and not something that you are going to be proud of when you get out.

From Wikipedia, in their article on Rankings of Law Schools:

"As is noted above, the most recognized rankings are those by US News and World Report. The Law School Rankings are organized into three main sections: The first is a "Top 100" that lists the top hundred schools in order from highest ranked to lowest ranked. After that, US News groups the remaining 80 accredited law schools into two roughly unranked groups called "Third Tier" and "Fourth Tier" (note that the Top 100 includes both the first and second "tier")."

Check the link below for the full article (not so nice stuff) as well as their related article on ranking of colleges in general (2nd link). Hope this answers your question!

Someone can probably give you a more precise answer, but tiers involve a formula of size, faculty to student ratio, edowment, etc. The higher the tier, the bigger the school, the bigger the classes, the bigger the money coming in from alumni.

It's a small, out of the way, unimportant academic institution. Like a community college in the rural Midwest.
