Well, so far, noone has actually conclusively cloned a human being (though some wacky group claimed they had a couple years ago), but the technology has been used on animals.
Cloned animals are first cloned in a lab using embrios which are then implanted into a surogate mother. The mother then brings the clone to term in the natural way.
Presumably, if the technology were to be transfered to humans it would be done in the same way. Thus, any clone would be born like any other baby, and would be thus applicable for a birth certificate. So far, there's no actual government red tape that requires a "certificate of cloning." for human cloning.
If cloning becomes a regular thing, it's possible the government would get it's hands in and mandate such a thing, but I don't think it's likely.

No. A clone, if it survived, would be a completely different person in most respects. The only thing you'd need to do is have the 'original' and the clone keep notification of there being a person with identical DNA around somewhere. That way the cops couldn't arrest one for the wrongs of the other and couldn't confuse corpses.

they r still born rnt they? so yeah.... birth certificate... but i imagine the government would force us to label the clone so identety related incidents can be prevented.
