"too" is used to mean an excess of something, like "too much food" or "the weather is 'too' hot", or it can also mean "also", like "can I go too?"

"to" is a preposition. It's the opposite of from. It is used to mean destination, like "go to the store", or "I gave my iPOD to my sister"
