The fan did not work at 1-3 setting and work a t 4 only. What is wrong? How much it will cost in dealership (incl. labour)? Can I go to independent repair shop to do it?

Yes, you can go to an independent repair shop or mechanic. Do you have any friends that are mechanics. Is your car pretty new?

you probably have a bad heater resistor. check the repair book in your local parts store for it's location

Probable cause -- the control panel switch had failed. In the Hi position, the fan draws too much current for the switch to handle, so there is a relay designed into the system to handle that. If the lower selections don't work, it is most likely the switch. Another possibility could be a dropping resistor but it is not as common a failure.
As far as the cost of repair, it depends on Make, Model, and year. Sometimes just the switch can be serviced, and other systems require that the whole control head be replaced.
The labor required is also dependent on year, make, model, and component accessibility.
As for can you go to an independent shop, yes you can , unless you are going to attempt to have the repair done under warranty.

Different makes and models have different systems. Like older GM products have a separate in line fuse for the highest setting, so check your fuses first then have your resisters checked followed be the switch itself unless it's an older Chrysler product then go for the switch first. and you can get as good of service at an independent and usually cheaper.

That problem happens when the fan speed relay fails.
Get a new one & your problems go away!
