Depending on where you are... you can fertilize with something that has a higher percentage of potassium (K in NPK) and a little bit of nitrogen. THe potassium will not burn your lawn, it will help encourage root growth (K is the element responsible for root growth). The little bit of N won't hurt it because it is such a small amount. Get something that is slow release (even better and definitely will not hurt the lawn).
I worked in the lawn care industry and the first thing we did to new lawns was apply a fertilizer with a lot of potassium (like an 0-0-62). Never apply something with a lot of nitrogen because you dont want the grass pushing top growth, plus it could encourage diseases. The grass doesn't have enough of a root system to support a lot of top growth.
Once the grass has established (when the grass has rooted into the ground) then you can apply a regular fertilizer, I'd say a month or less, just check the grass. Again, depending where you are will dictate the type of fertilizer you put down.
One last bit of advice, do not put down anything with weed and feed on your new grass. It will definitely hurt the lawn!

Was there any amendment of the soil with Fertilizer prior to installing?
you will want to wait 4 weeks, and make sure you use a slow release Nitrogen source.
Do not Over fertilize , and measure the area to be fertilized. Dont over fertilize.
I hear "give me enough for an acre" all the time. An acre is about 44,000 sq ft. The lot is an acre, but after house , driveway, shrubs beds , pool, deck, back edge of property, swing set., most people have about half that easily in grass.
I would use something like a 17-22-17 starter fert with 50 % slow release N. put it down at a 1# phosphorus (the 22) per 1000 sq ft.
If the bag has a setting for spreaders with pounds per 1000, then use it.
Continue to water daily until roots take hold and dont water at night or late afternoon.

I had a new home built a few years ago and they told us to wait until the first time we mowed it to fertilize. Make sure you water it in well after you spread the fertilizer. I would probably use about 1/2 the recommended dosage so that you don't burn your grass.
Good Luck!
