A combination of A/C and ceiling fan without the lights on. You can keep your A/C set higher and your home will be cooler. The problem with regular fans is the amps they use. A/C alone is more costly and a window unit is the most costly of all.

My fiance' is an electrician, and if I've been listening to him at all these past few years, this depends on where you live. A ceiling fan/standard fan is just going to circulate the air around, it does not actually get the room any colder, but this is the most energy efficient, so if you live up North this would be a good choice. However, if you live in the South, this is not an option or you will roast. The a/c combined w/ the fan is a good option b/c you can set the a/c a little higher and then circulate the air w/ the fan. I only recommend the window unit if you live in a small place or studio, they work well for single rooms but do not get the air flowing that well in a large area, so you will have a living room that is 75 degrees but a bedroom that is 82. If you are just concerned with energy efficiency and not concerned with comfort then the answer would either be a ceiling fan or a standard fan.
If it's a regular standard fan then i would say it is the most energy efficient.

I would say ceiling fan is most efficient since it doesn't use much electricity and can help in winter plus summer.
Standard fan is next but it is noisy but at least it doesn't suck electric like an air conditioner.
whole house AC is next as long as you don't use it continuously.
Worst is window AC because it is cheaply made.

I have an AC and i love it.
Fan is not such a good thing, circulate the hot air in the room.
Ceiling Fan I dont have
window Unit is LOUD.but which is best for you and cheaper for you I have no idea depends on how much you use it and what electric company you have.

All things being equal, such as SEER ratings, etc your best bet is the central AC and ceiling fan. disburses the air more evenly

I prefer the AC. It is the only option that will remove the humidity.
