Cotton burns faster and has a habit of buring dropping wick pieces down to other areas that can ignite. Fiberglass is fire retardent to begin with but also does not have the same habits that a cotton wick can. When used outdoors, fiberglass wicks do not "wick" rain water back into the oil container as much as cotton, thereby reducing the oils proper abilities to light. The oil should stay as "pure" as possible. This is also another reason I recommend that lamp containers, either inside or used outside, never be filled all the way. It is always best to only fill to a point that you believe you will use up within the time frame you will light them. Always pour fresh oil in when needed, but never pour left over oil back into the container as this will taint the whole container.
