High blood glucose levels, similar to those after eating a big meal, can switch off the brain cells that normally keep us awake and alert:
http://www.newscientist.com/article/dn9272-why-we-need-a-siesta-after-dinner.html
Tryptophan also causes drowsiness and is present in milk at fairly high dietary levels. This chemical is also used medically:
http://www.netdoctor.co.uk/medicines/100001933.html
So any sweet, milky drink should promote sleep, or of course a meal - supper.
Glucose and tryptophan are not the only influences determining our alertness or drowsiness. Just as well really or we would fall asleep after breakfast. Sleepiness and wakefulness are largely governed by our body's natural rhythm (circadian rhythm) over the course of 24 hours:

Horlicks was first intrduced as a baby food originally.Later it has been promoted as a health drink for all.Now there is junior Horlicks also. But look or read the contents of this powder,it is only cereal, wheat ,malt and some flavours. The benefits of health drinks are more or less imaginary. You get benefit because you mix it milk that is all.For good sleep avoid all tensions, relax, read some religious books or pray before you go to bed.A cup of warm milk may help little.Horlicks does not contain any sleep inducing ingredients as such.

I think some of it goes back to when you're a baby....you get fed milk and you sleep. I think if you drink a milky drink it reminds you of that and makes you sleepy and relaxed. I know that if I want to get a good sleep I need to have some warmed up milk or even some hot chocolate with milk in...always seems to work

Heat up a cup of milk and drink it before bed, it has the same affect as turkey, it makes you very sleepy. ( Tryptophan: the same ingredient that makes everyone sleepy after Thanksgiving dinner is present in milk ) it is much stronger when heated. Or go to.. www.horlicks.co.uk

It is used as a panacea and does not really help you sleep, though I am sure it is a fine product.(thats the legal bit)
