You have to answer questions and vote for answers to earn points, and it will tell you how many more points you need to move up a level.

You can find out alot more about the point system if you click on your points # its in blue under your name. You get to level two after reaching 249 points.

you go to answer and start racking up points by answering questions (also you get 3 points if you give me 10 points!!!! by voting my answer the best) and as soon as you have enough points yahoo magically changes your level 1 to level 2.....It's quite simple actually.
and if someone likes your answers the best you get 10 points too!!! so don't give bs answers.
