When 9-11 happened everyone reacted, because it was such an overpowering tragedy! Many responded in various ways. The ones who lived in N.Y. City were the closest and could respond immediately. Those of us who were far away prayed, sent money, sent materials that were needed as well as services needed.

both show different levels of tolerance. react is immediate reaction almostly without thinking where as respond is answer after thinking.
