try putting in the OS cd and restart it will say press any key to boot from cd at some point when it does go ahead and do that.
you will get to a part that asks if you want to install or repair choose repair. then it will ask you if you want to repair with the recovery console or let windows do it. choose let windows do it.
it will do its thing then reboot after reboot it will seem like its going through the initial set up but its not. this will take a while to finish but it should work. good luck

should take you in to BIOS if not Cold boot and watch for a message.. sounds like the geometry for the drive is off.

Did you add a scsi device to the system?
Do you have an IBM computer?

If so then remove it and try again.
