Fastpass is only available at Disney, the other parks have similar things but they work a little different.
Basically, you go to one of the rides that has fast pass available. If the line is long and you don't want to wait, you will go over to the fastpass booth, insert your ticket and it will give you another ticket, the fast pass. The fastpass will tell you the time that you are allowed to come back. When you come back you use the fast pass line and will have a much shorter wait. You can only get one every so many minutes, so you want to use it as best you can to avoid wasting one.
There is no extra cost, it is included with your pass.
I hope this helps!

The fast pass allows you to skip everyone in line. They set up 2 lines - one for fast pass ticket holders and one without. The fast-pass ticket holders go first! They are very worth it. Unless you have a couple days to spend on just one park, you will not finish a park in its entirety without the fastpass. This is ESPECIALLY true in Disney. Works great in Universal and Islands of Adventure also since there are so many attractions. I always buy them!

Disney - its free, anyone can use it. On the most popular rides, you can get a time stamped ticket which allows you to come back at a certain time and skip the line. Its worth it.
Universal - its about $20 (at least it was the last time I was there). It lets you go to a separate line for pass holders only. On busy days, its worth it, but on very busy days so many people buy them that its no difference anyway.

Fastpass is a great feature. For popular rides like Buzz Lightyear and Soarin you can really avoid some long lines. You can however, only fastpass one ride at a time.
