First you have to take the wheels and tires off, and remove the calipers, the rotors will come off after you remove the dust cap and nut holding the bearing in place. take to a local auto parts store or machine shop to be checked and turned,if the cuts are deep sometimes they can't be turned and have to be replaced.
might want to search the web for pictures or get a DIY book.

a brake shop, the round flat disc where the brake pads touch
usually done when you put new brake pads.
turning the rotors is basically cleaning them and making them smooth again for the new brake pads.

I was always told to check the rotors for turning when you change your breaks. My guy (who doesn't work for a shop or anything) who does mine just takes them down to O'Rileys (I'm sure any other parts shop would work) and they do it there. They need turned when they are no longer smooth and even.
