Humans rank first in cruelty. In fact we are the only animals that CAN be ranked for cruelty because we are the only creatures on the planet that have a concept of cruelty. It might be an act of cruelty, for instance, for a human to bite the head off of a kitten. But it is not an act of cruelty for a Lion to bring down a Gazelle, rip open it's belly and begin consuming it's innards while the Gazelle is still alive because neither the Lion nor the Gazelle have a concept of cruelty.

The most vicious animal on the planet is the Polar Bear, the most ferocious is the Badger, the cruelest...humans.

And I assume you mean ferocious.
There are different categories to sort it out.

The most ferocious is piranha fish. They may be small but pound for pound, they beat every other animals.

If you do mean cruelty, meaning it abuses other living animal. I would say cats.

They play with their prey and kill other small animals without being hungry.

Nature is neither cruel nor kind, its only indifferent...

However, watching African Hunting Dogs down prey looks wicked cruel.

Also, orcas will often take seals out to the ocean and play pitch and catch with them before they die.

'Cruelty ' is what you mean.

Man is the most cruel of all animals.
He hunts and kills for sport, vanity, profit and fame.

Man kills even when he is not hungry and even when he is not threatened, unlike other animals.

Man kills his own kith and kin on weirdest pretext (political or religious reasons).

Certainly, man is the cruelest of all animals.
