Sounds like a yeast infection. We all have yeast on our bodies all of time, but they thrive in moist, warm environments. He just needs to get some topical ointment (over the counter) for jock itch, some 100% cotton underwear and wear loose-fitting pants for a while. Try some cornstarch powder, or Tinactin powder also; that will help.

It sounds like jock itch, just from the irritation of wearing a jock strap or tighty whiteys and doing a lot of movement. If that's the case, it will go away as the season goes on.

The itching seems to be related to blood so with advice of your family doctor consult a good hematologist. He'll check the blood & treat accordingly.
