Getting a dynamic IP will be according to the Internet connection plan given by the ISP in your area.
Advantages :? You can download unlimited files from rapidshare for free.. lol!! :)
Well.. yeah! You can escape variuos websites that limit downloads using Ips...!! Whenever you disconnect and reconnet to your internet, you will have a different IP.. so they can never restrict you!!

I think you mean you want a static IP address, one that doesn't ever change.. Most people already have a non-static or dynamic IP.
The main reason for a static IP address is to set up a server. If you want to set up a web server, database server, etc, a machine other people and computers connect to, you generally need a static IP address.
To get one, call your ISP. They will be happy to sell you one.

Dynamic IP addresses are automatic when you are using a personal computers.
The biggest problem with Dynamic IP is you are not able to have your own email server and instances organizations automatically block those IPs.
