i live in such a small town and i know it would haunt me forever. my supervisor is very spiteful. he made so one guy that got fired never got a job around here again. he had to move 5 hours away. all because he repoted him for something illegal.

What should you do about what? You are quitting, right?

Filing a complaint is one thing ... proving that it actually happened is quite another. It's not an easy thing to do.

Obviously somebody has to do something about that small-town bastard. Harassment is an offense and you should file a claim with the Human Resources and Human Rights at the Labour Board.You need witnesses, former victims and take it from there.
If you can prove the charges you have against them, he probably lose his job, maybe get only a warning who knows. But he cannot do this any longer and he certainly will not be able to spite you, because the whole town will know what a loser he is.

Before you file a claim, document everything he's done, said, acted..his behavior..see if other co-workers see this in him as well. Even if he's scratching his crotch in front of a female co-worker write it down!
After you have documentation of everything he's done, if you can by any chance....catch him on tape recordings saying things that's derogatory. By any chance, does the office have video cameras? If so, see what you need to do to get that into evidence for the HR. Then, report him to HR/his supervisor along with a list of the documentation and anything from other co-workers that might have seen/heard stuff.
This way when you place your complaint, you have back up. Other wise it'll be considered as "he said she said" and then you'll be "haunted for life" as you put it.
Contact a lawyer too to see what else you can do legally....most lawyers will consult you for free.

Take him to court. Ask a lawyer what kind of case do you have and try to get the other guy to testify against him.
