Depends on the program. Microsoft office has a feature where you can work on a file and make changes when everyone else is on, but it's a seperate suite and costs some bucks.
You can open any file while someone else is using it, but can't save changes, it will open as a read only, but you can do a save as and have a copy of it.
Look up the knowledge base of the program you are using, and find out more about file sharing.

I'm not really sure what file are you talking about but most of the time it depends what kind a file it is. but in normal file term You can only view the file. you will not be able to make changes at the same time. and here is other way to do it. download that file to your local client PC and the after you get done working with just upload it back on original base. I hope this help.
