He says its at an estate sale and $95. Signed in pencil but the print number seems to be printed like the rest of the print. Should he buy it?
I advised yes, in case it is legitimate, it seemed like a good deal. though I have not seen it and am not sure of the quality. I know there are galleries in Chicago that sell that sort of thing, where he could maybe take it and then see if it was worth it. Does any one know? Did I give him good advice? Would you buy it?

It is extremely important to find out if the signature is printed. Then it is just a copy. Picasso is always a hard buy, he was terrible about his signature. He would sign hundreds of blank pages, he even got his assistants to practise on blanks. There is very little likely hood that a professional in an art gallery would sell a real one for that price, about 2% of the real value. Part of the fun of collecting Picasso is to separate the real, the commercial and the prints made after death. He died a very wealthy man do to these kinds of shenanigans. I bet on one for 100 bucks, I am not unhappy with my purchase, but I don't presume it to be real.

No!
Smells like a Photo mechanical reproduction.
Why not buy a work from an artist at an open studio sale. Adding to the city's culture and buying an original work that nurtures the artist community versus panning for fools gold.
Buy a Powerball ticket!!!!!!!!

I do not know. But my guess is it is not a real Picasso. But if he likes it then yeah he should by it. If it isn't worth that much money he still has something he likes. If he is only doing it to invest he would need to speak to someone who knows art. And then he risks the person swipping it from underneath him.
