I'm trying to go to Octoberfest. I can find plane fare for ~$400 but it requires a 7 hour layover in Amsterdam (which is probably not enough time to do anything in Amsterdam)

I would say the least expensive would be by bus

There is 1 bus a day, it leaves at 23:45 (quarter to midnight) and arrives in Munich the following evening at 20:00 (8 p.m.). That is awfully long though!
Your plane fare seems very inexpensive, it might be worth your while to put up with the layover (take a good book with you!)

train, and if u have 2 hrs its enough to do something in amsterdamn, the red light district is a 5 minute walk from the main station, but if u take a train, just do it directly
