Federalism is the dominant and nearly concretiized method of legal and financial governance in the United States. See Garcia v. San Antonio Metropolitan Transit Authority , 469 U.S. 428 (1985) where the actual crux of the U.S. Supreme Court, in substance, declared that it would no longer hear State Rights Issues and thus created a federal on-top system without recourse.

As for the concept of Federalism for the world, I personally believe that if the wildfire spread of democracy in the last 75 years continues that a world wide Federalist System could develop. If democracy and individual liberty were universal and functional (no matter the structure), it could happen. Moreover, as the war of radical Islamic Faith rages against democracy, it will drive the solidification of a world wide federalist system. The economic gains and security for all members would be exponential for mankind.

That being said, it is highly more likely that this growth of a universal Federalist System will be more than 100 years away as a significant percentage of countries are not politically nor economically stable enough to govern themselves yet let alone stable enough to join a larger, culturally diverse governing body without violent or extremist subgroups toppling the leadership or destroying the countries infrastructure. Simply put, the human race is still evolving in its ability to accept civilized standards of conduct and individual or nationalistic possession of resources will limit that success of any movement toward Federalism for some time to come.
