Depends on the the restaurant and where you are. I'd say as cheap as $3 on up to $8 or $9. I think most Japanese restaurants here will charge $7-$12 for a bowl of noodles, at least in my experience. So it's definitely cheaper in Japan.

I just came back from a 10 day trip to Japan's Kansai province (Kyoto, Kobe, Osaka). In Kansai, a good bowl of Soba or Udon noodles ran about 900 to 1100 yen (8 to 10 USD) depending on how fancy the restaurant was. I think everything is more expensive in Tokyo though.

"Bowl of Noodles" is a wide open statement. I can answer this as if you were asking how much would a bowl of ramen cost.

Instant ramen from a convienience store suns about 300 yen. You can also recieve hot water and chopsticks from the store so you can eat your bowl of MSG and sodium right away.

A bowl of ramen from a typical chain ramen restauraunt such Tenka Ippin 天下一品 renges from 500 to 1000 yen. Usually you have choices of a side of chahan (fried rice) or gyouza. There also also many types of ramen to choose from, some with beef or pork, thus also changing the price.

below is one menu example

A typical ramen joint as depicted in the film "Tampopo" charges about 650 to 900 yen for a bowl of miso ramen. Gyoza to go with it is usually about 350.
