So many, but I have to go with Steve Martin as Navin R. Johnson in "The Jerk":

Ah, there are so many good ones, who remembers "when you have to shoot, shoot don't talk" or "hey look look, one bastard goes in another bastard comes out" (the Good The Bad and the Ugly).
