yeah i do know what you mean.....i would call this person closed off......or closed minded.......The thing is it is very easy to do....there are so many communities that people live in, shop, see a doc, etc....and can speak their native language in......I see it in New York City all the time.......

Even if I called them something they wouldn't understand it because after 22 years they still don't speak English. For those of you who can understand English, I'd say this person certainly doesn't do well with change of any kind and has no desire to adapt to a new country and culture.

Someone who needs to be kicked in the ***.
Anyone who lives in a country for more then... oh lets just say... a year, better F***ing learn the language. If they don't they really have no right to live there. After a year or so you can pick up on a language enough to be able to learn it, even if you don't get "formally taught".

Ignorant.
You don't stay in a country for 22 years and not learn the language.

dudes. my parents moved here when i was 6. i'm 27 now...my mom hardly speaks english. my dad works so he was able to learn some things. my mom on the other hand. did not learn it. she speaks very very very little and understand very very very little. unless if you go through years of education where u learn english you may not learn it. it's hard for some. those who take advantage of it messes up the rep for others. sad.
