In order for someone to receive money from FEMA their county and state has to be declared a federal disaster. What would the people down there do if they weren’t declared?

How would they then find a way to pay their own rent?
How would they then find a way to repair their own home?
Would they then be more adamant in finding a job?
Would most of them be homeless?
Would they still complain?
Would they be hesitant to take FEMA for granted?
Would the poverty percentage increase in New Orleans?

I am eager to find out what some people think. Some of you all may think I am being cruel but who gives a damn what the f**k you think. This question is serious and not to be taken as an attack so with that being said, only serious mature people with decent point of views on the Katrina catastrophe please answer. I would like to know your view or debate of the entire issue. If you are going to attack me instead don’t bother because you’ll only get reported.

poverty would have become the majority of new orleans , homeless would be everywhere , they will always complain no matter how much free money they get , a lot of the homes still aren't repaired to this day or have any plan to repair ... new orleans is trashed still . katrina was the best thing that ever happened to those people , the ones that were living a poverty lifestyle have a much better life now after all the fema help

The question is ALREADY answered. We, the Florida Residents, who have been hit by more than half a dozen major hurricanes since 2004 season (and are still struggling to get things fixed and repaired) have NOT received the same level of 'concern' that the word 'Katrina' engendered -- and there was MORE Destruction in our state than New Orleans ever experienced.

Everyone else on the Gulf Front and Hurricane Prone areas are required to provide their own Hurricane Kits -- and be prepared for it as part of Personal Responsibility. and no one can say that the information about the kits and tax free times were not established and well-publicized -- every year, Florida residents get the Hurricane Preparation Pamphlets, there is the Tax Free Shopping Weeks for hurricane supplies, and we ALL have to prepare -- that is OUR responsibility for living on the Gulf/Atlantic Coast. You can't say folks are uninformed or that the resources are not there, for the Hurricane Supply needs are very simply listed and based on nutritional and human needs (and inexpensive). There are NO EXCUSES that can be made for NOT being prepared (and I know that other Gulf Coast states do the same -- the pamphlets, laying out the supply lists, having Tax Free Shopping, etc).

They'd live in refrigerator boxes while Nagin and the Levee Commissioners continued to misspend the taxes that were designed to maintain the levees.

The federal government is rebuilding and strengthening the levees and the commissioners are still sitting on the tax dollars dedicated for doing just that. The biggest outlay for the levee commissions in the last two years was campaigning for Nagin. No wonder he has nothing but praise for the groups who were organized with the sole purpose of keeping New Orleans dry.

To show how dedicated to the federal handout New Orleans is, my rescue squad, along with two others and a few fire departments wanted to donate equipment to New Orleans in the days after the flooding. We assembled equipment, trucks, gears, medical supplies. New Orleans said "No" because they wanted new equipment paid for by FEMA. They didn't want to risk having to use pre-owned equipment that they would have to replace on their own.

So they relied on volunteers from other states to come in and do their work because they had no equipment.

Our equipment went to three towns in Mississippi that were decimated by flooding and were more than happy to receive our donations.

if some provide real solutions definitely it's welcomed by all well wishers. same as diplomatically leaders can change reactions by influencing above authorities(fema-Federal Emergency Management Agency ). so do not expel such donating or aid matters on open forum. we must care people who seeking needy but also we provide best with our head [ please accept as a humble request don't get any offensive thoughts on me] you question is really excellent.

We in florida are still trying to recover from the FOUR hurricanes that hit here in 2004 and we are getting no money or media attention because we are mostly WHITE.

You really answerd your own question. They would have to find a way to do all those things. I believe that is what should have happened. It is one thing to live there in poverty another to ask for someone else to rebuild that life for them.
