Sure it can. Just be very careful and take it slow. Make sure you put a sign on the back of the car being towed that says "Car in Tow" and turn on the car's hazard lights. You'll also need someone in the car to use the emergency brake to slow the car down when you approach stop signs, red lights, etc. (if you don't do that, the car will roll right into the back of your Tacoma).

Sure - check the towing capacity of the tacoma
If the vehicle you want to tow is less than that, your OK.

If your using a trailer don't forget to add it's weight to.
The limit is set on a combination of the trucks power and the ability to stop with the additional weight behind it.
